support members' advocacy efforts at national, regional and international levels
raise awareness among different stakeholders on issues closely linked with the strategic goals outlined in this plan
engage in coalitions with civil society organizations and other stakeholders at international, regional and country level, in order to influence decision makers and advocate for access, equity and quality of ECD services for all children in the region, with focus on economically weak and vulnerable families
conduct research and evaluation, as well as collect and disseminate data on issues such as: the status of children, mothers and families (socio-economic and health), children's learning outcomes, inclusion and support to diversity in education
develop position statements on issues connected to the strategic goals outlined in this plan
monitor and analyze policies
provide advice to relevant Ministries and national/regional agencies to inform policy development
