
The ISSA Council is a voting body which enables ISSA to
achieve its goals and objectives. The Council is composed
of national organizations authorized to operate Step by
Step Programs. These independent, locally-established parent
and teacher associations, foundations, and educational
organizations collaborate with educators and early childhood
experts, parent and community groups and policy makers
to promote systemic reforms in early childhood care and
education.
The Council meets annually at the ISSA General Assembly
to discuss strategic issues and conduct official business
of the organization, including voting on annual strategies,
budgets and reports. Every 2 years the Council elects
a governing Board of Directors to oversee the policy development
and implementation of ISSA’s strategies. ISSA’s
activities and operations are guided by an International
Advisory Board composed of leading international early
childhood development experts.
The ISSA Secretariat is the organization’s
implementing body, headed by the Executive Director. ISSA
is divided
into two administrative divisions.
ISSA’s Program
Division contributes to furthering the association’s mission by engaging in:

Systemic education reform projects
• National, regional and international projects in partnership
with other organizations
• Quality management and research initiatives
• Training and consulting
• Development,
publication and distribution of new professional resources
ISSA’s
Network Division provides a forum for individuals and
organizations interested in our mission to join as
general members and participate in our professional
activities and events. The Network Division offers
ISSA’s broad
membership:
• A
forum to advocate for policies that ensure that every
child has the opportunity to develop to his or her
full potential
• Professional
information sharing through our international journal,
website and publications
• Opportunities
to participate in regional and international conferences
and workshops
Capacity
ISSA coordinates its activities out of offices located
in the Netherlands and Hungary. These
coordinating offices and the network of 29 nationally-based
Council Member organizations possess professional capacity
as well as infrastructure to implement ISSA’s early
childhood projects in cooperation with other partners
nationally, regionally and internationally. Each Council
Member organization
is staffed by early childhood professionals, and operates
through established national networks of training centers
located at preschool, primary schools and universities.
This unique network facilitates cross-cultural collaboration
in the field of early childhood education.
ISSA’s network includes over 200,000 preschool and
primary teachers as well as caregivers, parents, school
directors, psychologists, community leaders and local and
national education officials. Our programs currently reach
well over 1 million children and their families.
