UNICEF Kyrgyzstan Country Office is seeking an institution to undertake a consultancy to conduct a Situation Analysis on Children and Adolescents with Disabilities and Participatory Analysis of the Early Identification and Early Intervention Program in Kyrgyzstan. The Kyrgyzstan Country Office seeks a team of three people where at least one speaks Russian.

Objective and Scope

The objective of this consultancy is to assess and analyze the situation with respect to the realization of the rights of children (0-17 ages) and adolescents (10-19 ages) with disabilities according to the International Classification of Functioning, Disability, and Health for Children and Youth (WHO) in Kyrgyzstan. This assignment will identify the barriers and bottlenecks in the provision of quality and inclusive services for children and adolescents with disabilities as well as gaps in the policy environment and evidence base. In the course of analysis, it is important to see children and adolescents not as a homogeneous group, and pay attention to different forms of discrimination that boys and girls, and girls with disabilities face. Within the scope of the assignment, a separate participatory analysis of the Early Identification and Early Intervention (EIEI) program for children with disabilities and special education needs (0-8 ages) will be completed.
