In emergencies, the amount of investment in ECD is scarce and very fragmented. More than half of humanitarian and refugee response plans focus on immediate needs while neglecting the overall development, learning and well-being of the youngest children and their caregivers. Due to its complexity, ECD can be best guaranteed within a multisectoral and integrated approach, mobilizing various resources in a well-coordinated manner.

Not a single kindergarten was open in the city of Trostianets that is in Sumy oblast in Ukraine in May of 2022. The community had suffered significant destruction of infrastructure, schools, kindergartens, and community residents' homes because of the war in Ukraine. Three kindergartens opened only at the beginning of June 2022 and one kindergarten in September 2022. Substantial funds were needed for their restoration.

Since February 2022, ISSA Member Partners Hungary Foundation has been heavily invested in supporting refugees entering Hungary from Ukraine. While they jumped into action, they kept a finger firmly on the pulse of the context in which they worked. Their staff took stock of the needs of children and families and noticed rising tensions between marginalized Roma living in the country and those arriving from Ukraine.
